Procurement experience across Indonesia's power, oil & gas, and LNG projects

The team behind ALP has spent more than fifteen years inside the procurement function on some of Indonesia's most demanding engineering and industrial projects. Several of these projects have been inaugurated or visited on site by sitting Presidents of the Republic of Indonesia and successive Ministers of Energy and Mineral Resources. ALP exists because that depth of front-line procurement experience belongs as close to the buyer as possible.

SELECTED PROJECTS

Manyar Industrial Complex

Three parallel projects within one of the most significant industrial developments in East Java: the Manyar Desalination Project, supplying the smelter's process and utility water; the Manyar Smelter Project, one of the world's largest single-line copper smelters with concentrate throughput of 1.7 million tonnes per year; and the Freeport Manyar Refinery, the precious metal refining facility inaugurated by the President of Indonesia in 2025.

Complexity

The Manyar Project, a critical, large-scale initiative of national significance, demanded rapid mobilization and rigorous schedule management. Successfully navigating this fast-paced environment required orchestrating Indonesia’s premier EPC talent, demonstrating foundational capability to deliver complex infrastructure under high-pressure timelines.

Procurement and services coordination across all three projects, with total procurement value under direct responsibility reaching up to USD 1.5 billion, and ten to fifteen purchase orders issued per week at peak. The complex was toured on site by the President of Indonesia in 2023. During the visit, the procurement team met directly with the Minister of Energy and Mineral Resources, who conveyed that the recovery was to be treated as a national priority.

Tanjung Jati B Units 5 and 6

Complexity

Field procurement delivered through the peak of COVID-19 site restrictions, when most personnel had been demobilised and global shipping was disrupted.

Site-based procurement coordination for the addition of two 1,000 MW ultra-supercritical units, bringing total plant capacity to 4,640 MW under a twenty-five-year power purchase agreement. Responsibilities included resolution of short shipments, damaged goods, and incorrect deliveries at high volume during peak construction, subcontract preparation for commissioning manpower in compliance with Indonesian labour law, and customs coordination for imported equipment arriving at port. The project's groundbreaking was led by the Minister of Energy and Mineral Resources.

Central Java Power Plant (PLTU Batang)

Complexity

Closeout of a project the procurement, requiring reconstruction of decisions made by predecessors, interpretation of legacy contracts, and negotiation of liquidated damages with vendors after Commercial Operation Date.

Post-Commercial Operation Date procurement closeout, warranty, and retention release on a 2x1,000 MW ultra-supercritical coal plant supplying PLN under a twenty-five-year power purchase agreement. The project is on public record as Indonesia's first public-private-partnership project in electricity infrastructure guaranteed by the Ministry of Finance and the Indonesia Infrastructure Guarantee Fund. Construction was kicked off by the President of Indonesia at the Presidential Palace. The plant subsequently recorded an average availability factor of 85.21 percent and produced 11.3 TWh in a single year.

Batangas Combined Cycle Power Plant

Complexity

Equipment packages procured during the peak of COVID-19 disruption to global shipping and international travel, on the Philippines' first major LNG-to-power facility with no local precedent.

Procurement representative on the largest combined cycle power plant ever built in the Philippines, comprising a 1,278 MW Ilijan plant combined with a new 1,313 MW combined cycle facility. Scope covered preparation of request-for-quotation terms and conditions, issuance, bid expediting, clarification, and negotiation with suppliers across twenty-four packages. The new facility began commercial supply under a long-term power supply agreement.

Lontar Extension Unit 4

Complexity

Selected as a pilot project under PLN's 35,000 MW programme, with groundbreaking led personally by the President of Indonesia. Banyu Urip Central Processing Facility

Complexity

Electrical and instrumentation procurement on a sour-crude onshore facility, requiring hazardous-area certified equipment (ATEX, IECEx), executed against incomplete engineering specifications that demanded continuous supplier clarification.

Procurement engineer for electrical and instrumentation packages on the central processing facility for an oil field that today supplies more than a quarter of Indonesia's national crude production. The facility brought production above 130,000 barrels per day on commissioning, and the same field's later extension was virtually inaugurated by a successor President of Indonesia. Packages were delivered to stringent client documentation standards within consortium-led engineering, procurement, and construction at an EPC value of approximately USD 746 million.

Senoro Gas Development Project

Complexity

High-H2S sour-gas environment requiring specialist material certifications, vendor coordination across eleven countries, and long-cycle expediting to a remote island site, all against a hard handover deadline.

Procurement engineer for electrical and instrumentation packages on a central processing plant producing 310 MMSCFD of sales gas across two trains, with fourteen gas wells, a 23 km onshore pipeline, jetty, gas and steam turbine generation, nitrogen plant, hot oil system, H2S removal, dehydration, and custody-transfer metering. At the time, the second-largest gas infrastructure project in Indonesia, with an EPC consortium value of approximately USD 520 million. The project achieved 43.78 percent local content against a 40.41 percent target, and received the IPMA Awards bronze in best project excellence. Inaugurated on site by the President of Indonesia within an integrated mega-project of USD 5.8 billion combined investment.

Tangguh LNG Expansion, Train 3

Complexity

Electrical and instrumentation proposal scope for an LNG environment, including hazardous-area certified electricals, cryogenic instrumentation, and securing principal vendor commitments to support delivery to a remote Papua site three thousand kilometres from Jakarta.

Procurement engineer on the FEED and EPC bid for the expansion of what is today Indonesia's largest gas producer, contributing approximately one-third of national gas production. The consortium bid was won, with onshore EPC contract signed at a value of approximately USD 2.43 billion. Train 3 was inaugurated on site by the President of Indonesia, the first time a sitting Indonesian president had visited Tangguh, accompanied by the Minister of Energy and Mineral Resources, the Minister of Investment, the Minister of State Secretary, and the Chairman of SKK Migas.
